Background The Pleasant Hill Park is located behind Pleasant Hill Elementary School in Winfield. The park does have a Winfield address, but falls within the boundaries of the Carol Stream Park District. CUSD 200 does not own or maintain any of the designated park property, but CUSD 200 has previously purchased playground equipment for a small area near the elementary school in 2012. This arrangement was codified through a First Amendment to the IGA between both parties in July 2012. A copy of this addendum is attached.

Summary: In the spring of 2024, the Carol Stream Park District approached CUSD 200 to discuss potential plans to update the Pleasant Hill Park. The park property is owned and operated by the Carol Stream Park District, but is used by the staff and students at Pleasant Hill Elementary School on a daily basis as the properties are adjacent. The Carol Stream Park District learned that OSLAD Grants (Open Space Lands Acquisition & Development Grants through the Illinois Department of Natural Resources) were going to be available at the end of the 2024 summer. The Park District believed that the grant would help support a portion of the funding needed to renovate the park as a whole, but was not confident that it would have the necessary resources to support a full renovation of the park and the major playground space on the west side of the facility.

OSLAD grants are available to park district's (not school district's) and are maxed at $600,000 on a matching dollar-for-dollar basis. The Carol Stream Park District engaged the Hitchcock Design Group to assist with formulating a renovation plan and submitting an OSLAD grant for consideration. As a part of the process, CUSD 200 was asked to provide feedback/ideas about the park in general, but specifically the major playground area. Feedback was provided by the staff and students at Pleasant Hill along with the district administrative team. When a grant budget was developed by Hitchcock, the cost, including the max grant amount of $600,000, far exceeded the resources the park district had available. The park district asked CUSD 200 to consider a financial partnership specific to the playground area of the renovation. This partnership would allow for a full replacement of the playground equipment on the west end of the facility.

After internal discussions, CUSD 200 determined that it could support the playground work with a contribution of up to $250,000, which is the amount that CUSD 200 has dedicated to playground replacements at our elementary schools since the summer of 2022. The contribution from CUSD 200 is tied to the awarding of an OSLAD grant in full and in not enforceable if the grant is not awarded.

The IGA has been reviewed by the legal team and is attached.
